JOB DESCRIPTION: Technical Expert (Data Steward) of DNR Exchange Network Data Warehouse:
* Serves as the technical lead on the DNR's regulated facility application, Facility Explorer, and related
data warehouse, One Stop. Provides technical direction and guidance on application and database
topics that are complex in nature and broad in scope. Independently performs programming and
analytical tasks.
* Serves as the primary contact for data quality issues related to the One Stop Data Warehouse.
Advises and consults with users on accessing various databases and to resolve data conflicts and
inappropriate use of data. Develops methods for the solution of problems related to other DNR's
information systems that support the Environmental Services Division. * Assists with data model design.
Manipulates data and data structures. Designs and implements processes for the efficient transfer of
data. Monitors data transfer processes. Resolves data conflicts and inappropriate use of data. Provides
ETL and data warehouse support. Transfers data for data warehouse, build tables and load scripts.
* Design and develop computer programs for supporting and maintaining DNR's Facility Explorer
application in a complex relational database. Analyze and validate for accuracy data provided by
environmental program data stewards that is used to populate the One Stop Data Warehouse. Produce
statistical reports and information to management in a clear and understandable format. Provide
technical direction to other information technology professionals on using and displaying the data
developed using various statistical reporting tools such as MS SQL Reporting Services, MS Excel,
Crystal Reports, etc. Responsible for the creation of XML files and using the tools for processing EPA
Data Exchange Templates.
* Coordinates business process and geospatial data requirements with DNR's environmental program
staff, GIS technical experts and IT business analysts.
* Coordinate data warehouse and application security requirements with DNR's Information Security
Officer. Ensure that the information systems, applications, data structures and supporting processes that
support DNR's environmental programs comply with agency and enterprise security standards.
* Coordinate data warehouse and application standards with other Information Technology professionals
within DNR, at DAS-ITE, state contracted vendors and with technical points of contact at US EPA.
* Organizes work assignments so that deadlines are met and project milestones and tasks are
accomplished with no negative impact or unnecessary delays.
Leadership, Communication and Teamwork:
Participates in planning for the IT Bureau and provides assistance and oversight to other team members
in the IT Bureau as required to ensure that customer needs are met relative to the One Stop data
warehouse.

Demonstrates leadership, teamwork and a focus on continuous quality improvement by serving as a role
model and participating in work activities with others, providing input, asking questions, sharing
responsibility, planning, initiating proactive approaches to problem solving and work process
improvements and making decisions. Works cooperatively and effectively communicates with
supervisor, IT professionals, customers and vendors relating to assignments, projects and tasks. Brings
problems, concerns, or issues to supervisor's attention (and One Stop Project Manager and
Environmental Facilities Leader, as appropriate), in a succinct and timely manner, along with

Attends and/or conducts all meetings as required, utilizing the Department's guiding principles.
ABILITIES AND SKILLS: Requires the technical skills to administer and maintain a Microsoft SQL
Server database as well as Microsoft Access, T-SQL and ANSI SQL skills, and understanding of
ODBC/JDBC and native connection technologies. Must possess strong analytical skills and the technical
skills to design, develop, test and deploy web applications via the Internet or internally on the DNR
Intranet. Demonstrated knowledge of methods and techniques for application development, testing and
implementation, data base administration and data exchange. Ability to expand and apply technical
knowledge, especially in the areas of database administration, web development, .NET and XML. Ability
to integrate input from a broad range of sources to apply it to agency information processing systems.
Demonstrated knowledge of and ability to apply project management techniques and tools. Ability to
effectively plan and organize work on a daily basis; ability to read and interpret technical
information/instructions; to think conceptually, observe and evaluate trends, research, assemble and
analyze data and facts, draw logical conclusions, develop solutions to complex problems, and make
recommendations and sound decisions. Ability to apply methods/tools used to troubleshoot complex
information processing system problems and monitor system performance. Ability to apply the
knowledge of information technology to formulate and conduct training for IT staff, project stakeholders
and customers.
Must possess excellent listening skills and oral and written communication skills, including the ability to
effectively understand customer needs and communicate technical and non-technical information to a
broad range of audiences; ability to manage multiple priorities with a heavy workload; attention to detail;
ability to establish and maintain effective working relationships with management, other DNR staff, and

JOB DESCRIPTION: This position will serve in the IT Bureau Application Development Section as the
information technology support for the Management Services Division and Director’s Office. The
incumbent will serve under an IT Bureau Technical Lead in the Information Technology Bureau (ITB).
The incumbent will create application, databases and reports, and provide ongoing maintenance and
support for those systems as directed.
Application Development and Maintenance: Serve as developer for Internet/Intranet web applications
and other applications, and provide ongoing maintenance of existing or new software applications.
Applications will be developed in accordance with standards and guidelines established by the DNR IT
Bureau and Department of Administrative Services (DAS) Information Technology Enterprise (ITE).
Submit work products to the technical lead for review and approval. Provide assistance in application
development as directed by the IT Supervisor or higher level IT staff. These duties will include but are
not limited to: attending meetings during the development phases of projects, assisting the IT staff in the
designing, development, testing, modifying/enhancing and implementing web applications as directed,
creating queries and reports for a project, working on team projects and providing ongoing maintenance
of the software application once completed. Provide ongoing maintenance, which includes but not
limited to making additions or modifications to application objects, programming code, creating reports
and data models, performing data migrations, enhancing existing systems with guidance from technical
lead as needed, troubleshooting and applying fixes to problems with applications, assisting staff in the
use of the software application and documenting when modifications are made to the system according
to standards and policies established by the DNR IT Bureau. Learn and works with consultants on IT
projects as needed for knowledge transfer of an application and provides continued maintenance of a
system once the contracted services are completed. The ongoing maintenance will be provided as
defined in the previous paragraph.
Database Responsibilities: Assisting a higher level Information Technology Specialist in database
development, maintenance and modeling, which may include but is not limited to creating and making
modifications to databases, migrating data, renaming fields, performance tuning and assisting in system
analysis for application development. Create standard reports and assist in ad-hoc report development
for web applications using reporting tools adopted by the DNR. These reports will be developed
according to DNR standards and according to DNR needs. The report will be tested and approved
before placing into production.

General Summary:
Provide support to maintain in-house computer systems, both hardware and software. This includes installing, configuring, diagnosing, repairing, and upgrading equipment while ensuring optimal performance.
Duties and responsibilities:
1) Receives requests from users having specific computer-related problems (i.e. PC, printer, IPAQ, AS400, etc.), identifies source of specific problem and resolves problem. Assistance may be provided over the phone, face-to-face, and on-line.
2) Refers problems that cannot be resolved to MIS staff.

b. Modify anti-virus clients.
Qualifications:
1) Knowledge of PC hardware, software, and operating systems typically obtained through one-year post high school education or equivalent related work experience.
2) Ability to read, analyze, and interpret general technical instructions/procedures.
3) Approximately one month training time to become familiar with clinic systems, staff, etc.
4) Strong customer-service skills.
